Her har du det du søger:
First of all talk to the slave in Ralen Hlallo's Manor (Behind one of the doors in there), then talk to one of the people in the council manor, who are sort of hosting the case. From the clues from the slave, you are given a description that he is a red haired Dumner.
To find him go in the lucky lock up (Just across of the Silt Strider) and find him (he has red punk hair (moehawk?) and is a Dumner) and just go and kill him.
Then report back to the council manor, tell the person about that you brang the crime to justice.
But now you have a bounty on your head, so simply go to the theives coucil and get the price off your head.
